Despite being annexed in 1907, the community of Scarboro was not established until three years later when plans for subdivisions were approved. The land that later became the community of Scarboro was originally owned by the Canadian Pacific Railway. At the time it was established, the development within the community followed the land's topography and utilized street names rather than numbers. Today, the community is bound to the north by Bow Trail and 12 Avenue, to the south by 17 Avenue, to the east by 17 Street and 14 Avenue and to the west by Crowchild Trail.
At the time the community of Scarboro was established, a restrictive covenant was in place that restricted the use of the land. These restrictions, which are still in place today, restrict the use of lots within the community. Residents also enjoy access to the community centre, which houses a standard kitchen and meeting rooms and is capable of holding up to 170 people within the main hall. The community association also provides residents with access to sports fields as well as an outdoor skating rink.
Elementary-aged children whose parents are interested in homes for sale in the community of Scarboro may attend the public school of Sunalta, Westgate or Alex Furguson, with Westgate offering a French Immersion program. They may also attend the Catholic school of St. Monica, Holy Name or Sacred Heart, with Holy Name offering a French Immersion program. The community is also served by the public junior high schools of Mount Royal and Bishop Pinkham, with the latter offering a French Immersion program, as well as the Catholic schools of St. Monica and St. Michael.
